CASE NARRATIVE
Issue and Opponent: On March 2011, several hundred protesters gathered for a rally organized by an opposition party of Azerbaijan, Musavat, which intended to ride the wave of revolts in the Middle East and North Africa. Demonstrations were held to protest the government of President Ilham Aliyev, whose family has been ruling the oil-rich state since the collapse of the Soviet Union, as well as the corruption, the low employment rates, the political repression and the anti-Islamic measures in which his government has incurred. Dilemma Action: In 2011, major protests were held in downtown Baku, the capital of Azerbaijan, including gatherings, hunger strikes, and social media events led by youth activists, who make use of social media platforms, like Facebook, to provide instructions for each activity. Some of the protests had only 20 people, but others had up to 1,000 people. The police were waiting for the demonstrators, arresting them as soon as they began to gather and filling a series of vans with detainees, and calling in reinforcements. Outcome: Many of the protesters were arrested and jailed, and some were pepper-sprayed. Most of the demonstrations were broken up by the police forces. The authorities began a campaign to take measures, with high-profile firings of university administrators and other officials.
