CASE NARRATIVE
Issue and Opponent: In the community of Steeple Aston, in Oxfordshire, UK, the surface of the road was in really bad condition. According to community members the whole surface of the road here needed to be replaced, since it was an injury risk for elderly residents who have fallen recently because they’ve misjudged their step, to the kids playing in the street, and the drivers. Despite multiple complaints made to the Department of Highways, they did not make any repair efforts. Not receiving a positive response from the authorities, the neighbors decided to implement a strategy to show the poor condition of the street. Dilemma Action: Fed up with particularly poor roads that were riddled with potholes and a government “‘ducking'” the issue, villagers and parish councilors in the Oxfordshire village staged a protest against their potholes, by filling them with rubber ducks, on a day of heavy rain to highlight the condition of the road. A total of 100 rubber bath toys were placed in the potholes. The ducks were left over from a charity event in which one of the councilors had been involved in. Outcome: Residents approved of the stunt, and people slowed their cars to give a thumbs-up sign of encouragement. For the community members, the rubber ducks are a fun way to highlight a serious issue. The Oxfordshire County Council issued a statement saying that while the concerns raised don’t represent a safety problem, they can’t repair the road, although they recognized that the road there was in a particularly poor state.
