CASE NARRATIVE
Issue and Opponent: On November 3, 2008, Chen Yunlin arrived from China on a visit to Taiwan to meet with President Ma Ying Jiao to discuss Taiwan’s future. His visit was met with protests led by the Democratic Progressive Party (DPP), which resulted in violent clashes with the police. University students and faculty concerned about human rights and the regression of democracy in Taiwan, and angry with the abuse of power by government and law enforcement agencies, link up over the Internet, deciding to stage a peaceful sit-in in front of the Executive Yuan in protest. In response, police closed major highways and forbade citizens from protesting publicly, waving the national flag, or saying “Taiwan does not belong to China.” Dilemma Action: In response to police repression, on November 6, 2008, a group of university students and their professors began a sit-in on at 11 AM outside of the Executive Yuan government building. They called themselves the Wild Strawberries. The march was illegal because the students did not obtain a permit. They demanded that the Assembly and Parade Law must be amended, specifically revoking the Law’s requirement of attaining a permit before lawful protests, abolishing currently restricted protest areas, and clarifying the actions that police were allowed to take in order to enforce the law. Second, they demanded punishment of all the police who had acted inappropriately during the DPP protests and the resignation of the police directors. Third, they demanded that President Ma apologize for the police repression and transgressions of human rights. Outcome: This demonstration was part of a series of activities carried out by students against government and police repression. On January 4, 2009, the movement decided to finalize the campaign, achieving that permits to protest were no longer required, but police gained new powers against protesters. Furthermore, President Ma never apologized, nor were the police punished. The movement opened a headquarter called the Wildberry House to continue its activities, but it closed in June 2009.
