CASE NARRATIVE

Issue and Opponent: In 1989, President Didier Ratsiraka was reelected in Madagascar. This came after he greatly impoverished the country during his previous term by nationalizing the banks, insurance companies, and mineral resources. His failure to improve the country led the people to believe his reelection was the result of a fraudulent electoral process. Dilemma Action: In May 1991, Forces Vives led a general strike with massive economic and social implications. The first mass strike effectively crippled the economy; however, nothing changed. The group continued to strike and demonstrate against the President from May to August. During these strikes, the President had to choose between ending the strikes by force or allowing them to continue to inflict further damage on the country. Because the strikes began as a result of excessive force, ending the strikes, in the same way, was a poor choice on the President’s end. Outcome: Due to increasing pressure, Ratsiraka chose to hold general elections and create a multi-party system for Madagascar on October 31, 1991. A transitional government was established, which placed Albert Zafy, a prominent member of the Forces Vives, as the head of state. He eventually went on to win the election that was held in November of 1992. This strike was part of a larger campaign to form a democracy and hold multi-party elections.
