CASE NARRATIVE
Issue and Opponent: FEMEN identifies itself as a radical feminist group. They object to the sex trade, to political or religious groups that oppress women, and to the oppression of gay rights. Under the leadership of Vladimir Putin, the Russian government has implemented certain laws that affect gender and religious minorities. The feminist organization has made multiple displays against Putin’s dictatorial ways, especially against women’s rights. In April 2013, members of the feminist collective decided to protest during the Hanover Trade Fair, in Hanover, Germany, while Putin held a meeting with German Chancellor Angela Merkel at a Volkswagen car show. Dilemma Action: On that day, posing topless with slogans drawn on front and back accusing Putin of being a dictator, four female FEMEN activists broke into the high-level event, confronting Putin directly and several other leaders and politicians within immediate proximity. This is a rare instance where Putin is directly, personally confronted by a message from a protester. Outcome: All four women were dragged away by the security of the event and the politician’s bodyguards. In Germany, a criminal case against them was launched on charges of humiliation of government officials and representatives of foreign states. Although Putin later referred to the actions in a mocking tone and said that he liked what he saw in a satirical way, the Russian government urged Germany to punish the feminist organization. For FEMEN, being able to hold their protests so close to these high-level politicians is the result of their efforts and consistency since 2008, when they began their operations.
