CASE NARRATIVE

Issue and Opponent: Armenia’s Central Election Commission issued preliminary results from presidential elections, held in February 2013, placing President Serzh Sarkisian in the lead with 59.9 percent of the votes, second place rival Raffi Hovannisian, who garnered 36 percent of the vote based on initial results. Raffi Hovannisian was the highest opposition figure in Armenia in the election process of 2018; similarly to Gandhi, his falling ill or dying would cause massive backlash throughout the public. The election was being monitored by 6,251 members of local NGOs and 632 observers from 12 international organizations. Dilemma Action: Opposition candidate Raffi Hovannisian engaged in a hunger strike from 10 March – 31 March, to protest the results of the elections held in February 2013. He called for President Serzh Sarkisian to step down and accused him of winning the vote by fraud. He filed a complaint with the Constitutional Court, which was scheduled to consider his complaint on March 11, 2013. Many people showed their support for Hovannisian and the opposition has held several peaceful rallies to protest against alleged vote-rigging. Media reports listed scores of precincts in some regions where official results showed Hovannisian defeating the incumbent president. Outcome: This resulted in President Sarkisian and several high-level officials reaching out to engage in talks and calling for an end to the hunger strike. Armenia’s Central Election Commission said that there were no legal violations during the vote that could have influenced the outcome.
